Cross-national achievement surveys such as the OECD’s Programme for International Student Assessment (PISA) and the Programme for the International Assessment of Adult Competencies (PIAAC) have been widely used to monitor educational achievement, examine its determinants and derive education policy reform across the European Union and over time.
