Towards a Taxonomy of National Innovation Systems

The paper puts forward a method for mapping national innovation systems. The eight major dimensions that were defined stem from the discussion of the national innovation system concept. They take into account the system’s inputs and outputs, its structural organization and the institutional conditions that affect performance. Each of these dimensions is based on 3 to 6 standardized indicators. The study’s sample is composed of 69 developing, emerging and developed economies. The implementation of a cluster analysis on these countries’ behaviours led to the definition of a taxonomy of innovation systems. In future applications, different sets of dimensions and indicators might be tested. However the results achieved show that the bi-dimensional mapping has the advantage of avoiding the oversimplification present in similar exercises, which have concentrated onto single summary measures of innovation.
