Innovation Policy and Innovation in China: towards an Innovative Country

After the fast development of past three decades, China proposed its 11th 5-year National Plan in 2006 in order to be an innovative China. This new five-year plan is the Chinese development guideline from 2006 to 2010. At the same time, China launched its new Science and Technology Development Plan. After making a short conclusion of the development of Chinese economy, this lecture introduces the main context of Chinese 11th 5-year plan and new technology development plan, such as the purpose of the 5-year plan and the incentive industries in this plan. Then this lecture reviews the history of Chinese Science and Technology Development Plan and the short history of innovation policy. Encouraging by the innovation policy, Chinese companies improve their investment in innovation. Two Chinese companies are taken as examples to describe the innovative activities of Chinese companies to meet the challenge of globalization.
About the speaker
Jun Jin is a post-doctoral fellow of College of Public Administration, Zhejiang University, Hangzhou, China. She has a BA in biomedical engineering, MBA in technology management from Zhejiang University and a doctoral degree in Economics from University of St. Gallen. She had seven-year working experience in the Chinese health care industry. Her dissertation topic was “Technological Capability Generation in China’s High-tech Industries: Experiences from China’s Mobile Phone Industry”. She is working for Research Center for Science, Technology, and Education Policy (RCSTEP), and National Institute of Innovation Management (NIIM), Zhejiang University. Her research focus is eco-innovation survey in China, especially the policy and institution perspective. Currently, she is working on the indicators of environmental innovation in China and policy instruments to deal with environmental degradation in China.
