How can we assess the economic value-added and novelty of the literature based on the 1998 CDM framework in the last twenty years?

Jacques has been asked by Marco Vivarelli to write a position paper "assessing the economic value-added and novelty of the literature based on the 1998 CDM framework in the last twenty years".
Jacques: "There has been already a large number of assessments of CDM framework. However, all these assessments were concerning the past.
The purpose of the position paper is to adopt a forward perspective and view-point, asking what retrospectively have we learned. In other words, what have been the minor or major breakthroughs, if any, in a variety of dimensions: from access to new and richer sources of data, new methods of estimation, economic content, policy recommendations.
And of course how should we proceed: by looking at bibliometric data, such as the impact factor of the journals, the number of citations received by articles referring directly and indirectly to CDM ? Do we want also to compare such "universe of CDM papers" to papers chosen on the base of keywords (innovation, R&D, productivity) or topic modeling?
What we propose in the seminar is to present and discuss a number of these issues and questions to help us go forward."
