Challenges of policy reality when conducting rigorous impact evaluation

Our presentation will firstly present the challenges of policy reality when conducting rigorous impact evaluations: implementation on the field, design and randomization issues, relation with practitioners, preconceived ideas, etc. We will then illustrate these challenges with an ongoing impact evaluation in Morocco about women empowerment through a professional training program (Min Ajliki). Finally, we will present results and lessons learnt from the two first waves of data collection and discuss implications of the Covid-19 crisis during the program. We will conclude with highlighting the potential benefits of bringing together academic standards and policy reality.
About the speaker
Tatiana GOETGHEBUER
Tatiana is Head of ADE’s Impact Department. She is an experienced and qualified development economist with 14 years of experience in inter-disciplinary research projects, quantitative data analysis, and design & implementation of rigorous mixed-methods evaluation. She has excellent analytical skills and strong field experience, especially in rural areas. She regularly contributes to knowledge-sharing activities in evaluation, such as seminars and conferences. She also teaches impact evaluation in different master programs.
Nastassia LESZCZYNSKA
Nastassia has a background in Economics and has experience in evaluating development cooperation. Prior to her PhD, she worked in consultancy, NGO and private sectors. Academic and professional projects included first hand data collection – several surveys on the field and remote- and rigorous data analysis, as well as conducting qualitative workshops and using behavioural and experimental methodologies in developing and European countries.
