The dissertation deals with the measurement of energy poverty - a state where a household lacks access to convenient, efficient and modern energy sources to meet its basic needs. Using the primary data on energy poverty, the study proposes a new, novel and inclusive indicator of energy poverty that not only takes into account the inconveniences that household incurs during the process of energy access but also includes energy shortfalls.
