Dr. Micheline Goedhuys is research fellow and PhD director at the United Nations University (UNU-MERIT) in Maastricht, The Netherlands.  She holds a Ph.D. in Economics from the University of Leuven in Belgium and has held previous positions at the ILO in Dar Es Salaam, Tanzania and at the Institute of Development Policy and Management, University of Antwerp, Belgium. 

Micheline is an expert on empowerment, entrepreneurship, innovation, SME development and growth in the MENA region and Sub-Sahara Africa. She uses econometric techniques applied to micro data to investigate how innovation activity and standards, but also systemic failures, resource constraints and corruption, affect (high-) growth of firms, productivity, exports and employment creation.  She published widely on these topics and co-edited three special issues, in the European Journal of Development Research (2008), Structural Change and Economic Dynamics (2012) and Eurasian Business Review (2016). 

She is also expert on impact evaluation of development policies and programs and coordinates a number of externally funded impact research projects in this area. She currently coordinates a large study to evaluate the impact of the Tunisian Ministry of Public Works' programme to upgrade infrastructure and facilities in disadvantaged neigborhoods.  The study is funded by the French Development Agency (AFD).  She leads a research consortium, including U.Namur and U. Hannover, to design an impact evaluation for a large water infrastructure program in Madagascar, funded by an EIB University Research Scholarship grant;  In 2021 she finalised a study for the Dutch RVO to assess the possibility of conducting an impact evaluation for the building of four ports on Lake Kivu, Rwanda.  

 She has published the findings of both areas of research in various high-ranked internationally peer reviewed journals including the Journal of Development Economics and World Development and won with her co-authors the Journal of Economic Psychology Best Paper of 2020 award.
