Ms. Poirier is an Economic Affairs Officer at the United Nations Economic Commission for Africa (UNECA) based in Addis Ababa, Ethiopia. She supports UNECA’s efforts to advance digital transformation and leads technical assistance projects in member states on strengthening and harmonizing the regulatory framework, implementing digital ID systems, and boosting e-commerce development and cyber security.

Ms. Poirier is a PhD fellow at UNU-MERIT carrying out a research project titled “Supply and demand-side drivers of e-participation adoption.” The project is an exploratory study looking at the concept of e-participation adoption from the perspective of government (supply-side) and citizens (demand-side). The main purpose of the research is to investigate the conditions under which e-participation initiatives influence policy and create value for society.
