Born in Quito, Andrés is an economist from the Catholic University of Ecuador. He holds a Master Degree in Economics, major in Development Economics, from the Latin American Faculty of Social Science, FLACSO - Ecuador, were he received the Best Thesis Award. He is also Master of Science in Public Policy, major in Social Policy Financing from the University of Maastricht, were he received the Top 3% and Best Thesis Awards. Currently he is a PhD Fellow at Maastricht Graduate School of Governance and United Nations University - MERIT, Maastricht University. He writes on poverty and inequality, socio economic development, social protection and social policy, with occasional excursions into governance and politics. He has more than ten years of experience as researcher and consultant. He had served in international organizations and governmental institutions, and he teaches for undergraduate and master programmes.

Research topic: Economic returns of non-contributory social protection.
