José Gilberto is a GPAC Fellow at UNU-MERIT (2020 Chohort), and has a Master Degree in Public Policy and Human Development from the same University. His PhD research is about the effectiveness of systemic reforms in basic education. He has more than 12 years of working experience with social programmes design, implementation, monitoring and evaluation. And he has been working as Monitoring and Evaluation Officer at UNICEF Brazil for the last 5 years.
