Dr. Francesca Guadagno

Francesca Guadagno is an Independent Consultant and works as a Senior Expert for CSIL – Centre for Industrial Studies (Milan, Italy). Her research interests cover the areas of innovation, development, and industrial and STI policies. She has considerable experience in policy-oriented data-intensive research, working with the European Commission, WIPO, UNCTAD, UNIDO, the Asian Development Bank, the Dutch Ministry of Foreign Affairs, the E15 Initiative, and the IGC. She has contributed to various important publications including the Global Innovation Index and the World Intellectual Property Report, as well as to several technical cooperation projects on a variety of topics including regional value chains and diversification and evaluation of innovation systems. Currently, she is contributing to several projects on regional development, Research, Development, Innovation, and industrial policy on behalf of the European Commission.

Dr Guadagno holds a PhD in Innovation Studies and Development from UNU-MERIT and Maastricht University (School of Business and Economics). Her thesis analysed the determinants of industrialisation, focusing on the role of industrial, macroeconomic, and STI policies in shaping successful and less successfl experiences.
