Social Protection as Development Policy: Between a Rock and a Hard Place

The paper aims to analyse the new international emphasis on social protection in development policies over the past decades and the moves from a residual room for active support. Secondly, by browsing some typical examples, the paper aims to show the theoretical and practical dilemmas of implementation of social protection in developing countries and open a reflection based on the concept of "learning from failures".
La présentation vise à expliciter la place accordée à la protection sociale dans les politiques de développement au cours des dernières décennies et à souligner comment on passe d’une place résiduelle à un soutien actif. Dans un second temps, en parcourant quelques exemples types, le papier vise à montrer les dilemmes théoriques et pratiques de la mise en œuvre de la protection sociale dans les pays en développement et ouvrir une réflexion autour du concept de «apprendre des échecs».
About the speaker
François-Xavier Merrien is professor of Comparative Social Protection and Social Development Policies at the University of Lausanne, Switzerland. He has conducted several research projects on social policies in the global South and the efficiency of social policies advocated by transnational organiszations. Among these publications : « Governance and Modern Welfare States (1998), « The World Bank’s New Social Policies : Pensions (2001) ; ‘International Organizations’ (with Angèle Flora Mendy, 2010) L’Etat social: une perspective internationale (with Antoine Kernen and Raphaël Parchet, Paris: Armand Colin, 2005) and Social Protection as Development Policy: A New International Agenda for Action (2013).
