The Law and Economics of the EU Pre-Commercial Procurement of Innovation

According to the Lisbon Strategy innovation is considered to be a fundamental element for socio-economic growth in the EU. In particular, since it is estimated to count for about 16-18% of the European GDP, public procurement can be a driving force for this. To support this role in 2007 the EC enacted a Communication to introduce a legal framework for Pre-Commercial Procurement of innovative solutions in the public sector. In the paper we discuss some main Law & Economics issues related to such proposal.
About the speaker
Nicola Dimitri is currently Professor of Economics at the University of Siena and Life Member of Clare Hall College (Cambridge-UK). He is also a Research Fellow at Maastricht School of Management. He holds an Undergraduate degree in Statistics (Siena), Msc Statistics (LSE) and PhD Economics (Siena). He has been Fullbright Student and British Chevening Scholar. He is the Italian Delegate for the 7th EU Framework Program (Cooperation-SSH), and formerly Chair of the Economics Department and Deputy Rector at the University of Siena. His research interests include game and decision theory, procurement, auctions and markets, contracts, innovation, health and pharmaceutical economics, behavioural economics. His work has been published in international journals in economics, as well as in computer science, medicine and pharmacology journals. He served as economic advisor for the Japanese Embassy in Rome, the Italian Procurement Agency (Consip SpA) in Rome, Toscana Life Sciences Innovation Park in Siena, Corvers Procurement Services (NL).
