Research title:
How should a Strategic Planning framework for local governments be adapted to a conflict/fragile state context?
 
Main research questions: 
Under what conditions does strategic planning help in improving  the quality of local governance in a conflict/fragile context?
What implementation mechanisms are best suited to implement strategic plans in the local level and to achieve the goals of improving the quality of local governance?

Abstract:
In the absence of literature on strategic planning in the fragile states in general and on strategic planning and its relation to local government quality in particular, this research aims at contributing to better understanding of the interaction between strategic planning and local government quality and performance. Using a combination of quantitative and qualitative research methodologies (i.e.  empirical analyses,  and comparative cases studies) this research will explore how strategic planning is affecting the performance and the  quality of local governments in fragile state conditions as well as the complicated interaction that influences the development and implementation of effective local strategic planning.
