Dr. Mirtha R. Muñiz Castillo

Social Protection Mirtha Muñiz holds a PhD from Maastricht University, has a Master’s degree in Social Protection Financing from Maastricht University and a Master’s degree in Business Administration from Pontificia Universidad Catolica de Chile, as well as a professional title (licentiate) in Economics from Universidad del Pacifico (Lima, Peru). Since 2010, she has held different positions in the Peruvian public sector, gaining experience in strategic planning, results-based budgeting, performance audit, and monitoring and evaluation. Since October 2017, she has led the unit of Studies and Research of the Supreme Audit Institution of Peru. Previously to her PhD, she worked in the Peruvian banking sector for several years (on credit management, economic and financial analysis) and in the International Labour Office (Social Security Department, Geneva) for half a year. She is an adjunct lecturer at the Department of Social Sciences, Pontificia Universidad Catolica del Peru, and a researcher affiliated with Maastricht University and United Nations University (UNU-Merit). Her academic research has centred on human development, autonomy, international cooperation, project evaluation, social protection systems, and mixed analysis methods. In her PhD thesis entitled “Human development and autonomy in project aid: experiences from four development projects in Nicaragua and El Salvador” (2009), she proposed the criterion of ‘human autonomy effectiveness’ for the design, management and evaluation of projects and programmes; developed a conceptual model of autonomy, based on approaches of capabilities and human needs; and proposed a framework for project assessment.
