Oksana Celbis is affiliated researcher at UNU-MERIT and instructor in the capacity development programs, teaching in the UNU-MERIT’s Evidence-Based Policy Research Methods Program.  She holds a PhD in Public Policy and Policy Analysis from Maastricht University.  Her research interests lie at the intersection of policy studies and education, focusing on the analysis of decision-making processes at the group level, and design as well as implementation of training and mentoring programs in collaborative settings.
