Dorcas has a PhD in Economics and Governance (major in Public Policy and Policy Analysis) from Maastricht University in the Netherlands. For her PhD, she examined the nature and role of regulation, industry ownership, infrastructural financing and political economy structures - on urban water utilities’ effectiveness, efficiency and productivity. Her research interests span a variety of themes including: public policy analysis & impact assessment; disaster risk assessment, reduction & financing; financial inclusion & inclusive economic development; integrated natural resource management & governance; productivity & efficiency analysis; and water, sanitation, energy & health nexus.
