UNU-MERIT Training Programme in
Design and Evaluation of Innovation Policy in Developing Countries (DEIP)

Target clientele: Officials of local governmental agencies for Science, Technology and Policy and other technology supporting institutions and agencies, candidates from private organizations with an interest in technology and innovation policy issues and academics are also welcome to apply.

Objectives: After attending the course, participants will be able to: (i) better appreciate the various components of an innovation policy and especially to distinguish between financial and non-financial instruments and their impact; (ii) understand the importance of policies to increase the supply of technically trained human resource for R&D and other innovation activities; (iii) improve the collection and presentation of conventional indicators so as to use them to monitor and evaluate the effectiveness of specific instruments of innovation policies; and (iv) take explicit cognizance of the existence of new innovation indicators such as community innovation surveys and also understand the limitations of replicating such efforts in China.

Duration:The programme will be spread over three working days (Monday to Wednesday)

Selection of the candidates:The application form can be downloaded from this website (see link below). The candidate's qualification, experience, and the relevance of their work to innovation and policy making, will be the main criteria for selection.

Faculty: The core faculty are drawn from the UNU-MERIT research staff. They will be supplemented by experts from China.

Curriculum and structure of the programme: The course adopts an innovation systems perspective to the analysis of innovation policy. It is spread over three working days with an opportunity for informal meetings between the participants. The programme is structured into two segments. Segment one deals with policy design issues, while segment two offers lectures on issues and techniques related to the monitoring and evaluation of innovation policies. Earlier successful editions of this course haven been organized eight times at different locations (once in Nigeria, once in Mauritius and once in Argentina and six times in Maastricht). The course provides English-Chinese interpretation.

Course completion certificate: All participants who successfully complete the course will be given a course completion certificate of UNU-MERIT.

Reading Materials: Participants will be provided with a compilation of key reading materials. These will be sent to the selected candidates by email prior to the start of the course.

Course Fee: Candidates are encouraged to find their own sources of funding for travel and living expenses. The course fee is RMB 800.
