PhD programmes

Joint PhD Programme in Economics and Governance of UNU-MERIT and MGSoG

The PhD programme is a multidisciplinary programme offered by UNU-MERIT and the Maastricht Graduate School of Governance (MGSoG), providing advanced training in the knowledge and skills most relevant to policy analysis and the economics of technology and innovation.

Built around core courses for all PhD fellows, the programme has two specializations leading to a PhD in Economics and Policy Studies of Technical Change at UNU-MERIT, or a PhD in Public Policy and Policy Analysis at the MGSoG.

During their first year, students complete a basic, compulsory training programme conducted by leading scholars of the host and partner universities. These courses are taught in Maastricht and spread across two semesters.

Dual Career Training Programme to obtain a PhD in Governance and Policy Analysis (GPAC²)

Combining a PhD degree with a full-time job? The Dual Career Training Programme to obtain a PhD in Governance and Policy Analysis (GPAC²) offers courses, seminars and workshops that support the ambitions and intensify the research and analytical skills of the fellows.

The programme meets the needs and availability of researchers with a full-time/part-time job, allowing the participants to combine their careers with obtaining a PhD. The GPAC² programme is designed to provide advanced training in theory and skills that are crucial to policy analysis and design. The research fits into one of the School's research themes. The key lecturers of the programme are leading scholars in the field of policy analysis and the related areas like governance, risk management, sustainable development and social protection.

The Dual Career Training Programme to obtain a PhD in Governance and Policy Analysis (GPAC²) is taught in English and consists of a common first year of training, followed by yearly workshops.

Master of Science in Public Policy and Human Development
(Maastricht Graduate School of Governance)

The starting point of the MPP programme is to stimulate students to gain an understanding of the basic idea of good governance. The emphasis of the programme lies with the question of how can public policy be dealt with in the most effective and efficient way.

To guarantee high quality in an international environment, we cooperate with the faculties of Maastricht University, partner universities and international organizations, like the International Labour Organization (ILO). The MPP programme concentrates on public policy analysis and governance in general and includes the following specializations:

  • Social Policy Design and Financing (in co-operation with the ILO)
  • Trade and Development Law
  • Sustainable Development
  • Migration Studies
  • Risk and Vulnerability (in co-operation with UNU-EHS)
  • Regional Integration & Multi-Level Governance (in co-operation with UNU-CRIS)
  • Innovation, Institutions & Development

Objective
In this programme, you will be trained in formulating, implementing, monitoring and evaluating policy in order to be able to give recommendations for improving or replacing ongoing policies. Students are provided with a variety of skills, tools and knowledge which enables them to work as policy designers and policy analysts in public and private institutions.

Student profile
The programme serves various groups of students, ranging from bachelor's students to mid-career professionals. The Maastricht Graduate School of Governance aims to recruit students with strong academic records, a demonstrated commitment to public (international) affairs and/or an outstanding potential for career growth and leadership.

(Maastricht Graduate School of Governance)

The decisions of public officials have important ramifications across both domestic and global political landscapes, often influencing individuals far beyond the physical borders of nation-states. The concept of "government" has evolved into a "process of governance" in which various public and private actors ranging from international organizations to local businesses cooperate in the decision making process.
Nowadays, the domain of public policy analysis is considered to cater for the needs of an important knowledge-intensive sector of the economy and society as a whole, e.g. to provide the knowledge and skills needed to analyze policy options and their impact on such issues as sustainable technology, social protection financing, effective and accountable governance, coherent and coordinated aid policies or health care management.

Given the growing complexity of the issues at hand, there is an increasing demand for specialists in policy analysis. Moreover, traditional educational settings continue to be a well-suited framework to meet the applicable needs of participants and institutions. However, facing new challenges and increasing time constraints, there is a growing need for innovative and collaborative learning programs in a lifelong learning setting. Online learning programmes can greatly contribute to this new framework, by continuously providing scholars, from all over the world and with different backgrounds, with a comprehensive combination of up-to-date theoretical insights, modern educational tools, technical and social skills and sector specific knowledge to put theory into practice.

The Maastricht Graduate School of Governance is fit to face these new challenges and provides courses for professionals and scholars from all over the world in policy analysis, risk assessment, policy design, policy monitoring, policy evaluation and methods and techniques of policy research. In order to accommodate the needs of the participants to the greatest extend, these courses can be offered entirely online, in a blended learning setup, or as a classical face-to-face course.

Design and Evaluation of Innovation Policy in Developing Countries (DEIP)

The UNU-MERIT course on the Design and Evaluation of Innovation Policies in Developing countries (DEIP) is an intensive one week course for policy makers in science, technology and innovation policy in developing countries and for participants from the private sector involved in strategic decision-making about technology and innovation. The programme aims to meet the growing demand from developing countries for support in analysing the latest technological developments and designing appropriate responses and policies tailored to their specific development contexts.

The target population of the course consists of senior and middle level officials of Ministries of Science and Technology, Ministries of Industry, Ministries of Economic Affairs and other technology supporting institutions as well as representatives from the private sector involved in science and technology policy issues

The course focuses on the theory and practice of innovation policy, on policy design, policy implementation, on the measurement and monitoring of innovative performance and on the evaluation of the outcomes of innovation policies.

Courses are planned jointly with host organisations in developing countries. Applications for the organisation of a course can be sent to the secretary of the training courses:

Other teaching activities

1. DIMETIC
In addition to its internal teaching activities, UNU-MERIT is one of the three institutions that founded the Economics of Technological and Institutional Change (ETIC) programme. The two other institutes are BETA (Bureau d'Economie Théorique et Appliquée, in Strasbourg, France), and IKE (Institute of Production) at Aalborg University, Denmark. The ETIC programme has been a series of doctoral training programmes aimed primarily at PhD students in the early stages of their research. Each year there are two two-week sessions, one at UNU-MERIT and one at BETA in Strasbourg, the Maastricht session focusing on microeconomics and industrial dynamics, the Strasbourg session concentrating largely on macro-economic and policy issues.  This programme was initially funded for three years, starting in 1997, by the "Training and Mobility of Researchers" programme of the European Union. The funding has recently been renewed for a further three years. since 2005, the ETIC programme has become part of DIME (Dynamics of Institutions and Markets in Europe) an EU 6th Framework  Network of Excellence. The name has been changed to DIMETIC and the focus of the programme has been expanded to reflect the broader scope of interests in DIME. In addition a third two-week session has been added, held in Pecs, Hungary. Starting in 2007, the themes of the three sessions will be Micro approaches to innovation and innovation networks Geography of innovation and growth: theory, empricis and policy Modelling - Regional innovation systems, clusters and dynamics.   People from UNU-MERIT participating in DIMETIC are Robin Cowan, Pierre Mohnen, Gerry Silverberg, Luc Soete, Thomas Ziesemer, and Bart Verspagen.
