Open Source Observatory and Repository (OSOR)

theme Theme 3: Knowledge and industrial dynamics
client European Commission, IDABC project
time frame 2006-2009

description The OSOR project aims to increase the competence of European public administrations in IT solutions based on Free/Libre/Open Source Software (FLOSS), in which at present there is a strong interest, but also a perceived need for guidance.

The spread of good practice in the context of FLOSS should be achieved:

- by making the lessons learnt in FLOSS deployment available to others;

- by providing technical and economic expertise on specific issues related to the deployment of FLOSS;

- by encouraging the re-use of publicly-financed FLOSS developments, or of FLOSS developments specifically targeting public sector requirements;

- by linking up national activities and actors in order to facilitate both structural and informal dialogues between these.

The OSOR project in particular investigates the possibility of setting up and managing an IDABC FLOSS repository. This is planned to become a central pan-European online platform aimed at the public sector. It will serve not only for information on FLOSS, but also for the up- and download of applications, and eventually for cross-border collaboration between public adminitrations in EU member states.

The OSOR project will also work to raise interoperability in the area of statistical data, by studying a standardised approach to statistical metadata.

deliverables - Feasibility study for a central European Open Source Observatory and Repository

- Revision and update of the FLOSS-related parts of the IDABC website

- Report on synergies between the public sector, FLOSS developers and repositories

- Guidelines for public administrations on publishing existing software as FLOSS, and on developing FLOSS
