description This research project combined two elements: a review of experiences on institutional changes that contribute to pro-poor innovation in developing countries, and an experimental learning-alliance with rural financial organizations to understand better the institutional constraints associated with financing rural innovation. The study was conducted in collaboration with the Centre for Policy Research and the Centre for Research on Innovation and Science Policy, India. The learning alliance was undertaken with the North Eastern Development Finance Corporation Ltd (NEDFi), India. The project was premised on recognition that institutional change in the sense of changing routines and ways of working is central to strengthening innovation capacity.
