description This project, conducted in collaboration with the Pro-Poor Livestock Policy Initiative of the FAO and the Intergovernmental Authority on Development (IGAD), is supporting process monitoring, policy dialogue and interactive learning activities as part of the IGAD Livestock Policy Initiative. This is being undertaken within the broader context of understanding and contributing to the development of innovation capacity. Underpinning this is the recognition that supporting policy and institutional change processes strengthens the enabling environment for innovation, enhances producers’ ability to innovate and by doing so improves livelihoods of poor people linked with the livestock sector. Through a joint learning process this project will experiment with and draw lessons about the policy process and how policy and institutional changes can be brought about that contribute to strengthening of innovation capacity.
