The project was formulated following a request by the Iranian government for a study of the National Innovation System to complement work underway in the country. It is intended to support the new Iranian Ministry of Science, Research and Technology to conceptualise effective policy measures to fully exploit the potential of emerging sectors in the Iranian economy, notably, biotechnology and energy, thereby reducing its dependence on the oil sector. The project involves a broad mapping of the actors critical to a dynamic national innovation system in structural terms and highlights potential opportunities for growth and competitiveness through technological change, learning and innovation in the national economy. Within this framework it situates two sectors where growth dynamics are clearly emerging, both at the domestic and international levels and where a continuous process of innovation is possible or expected.
