Understanding Ethiopian diaspora engagement policy

Ethiopia is one of the largest and poorest countries in Sub-Saharan
Africa. Emigration from Ethiopia began in the mid-1970s with large
refugee flows and continues today with skilled migrants seeking
opportunities outside of the country. Since 2002, the Government of
Ethiopia has become one of the most active countries in Sub-Saharan
Africa in engaging the diaspora. This paper offers a review of the
institutional and policy arrang1ements developed in Ethiopia in the last
decade and the effect of these institutions and policy on the diaspora
and debates in Ethiopia.
