Innovative Web Tool for making R&D policy choices launched

Policy Mix
The European Commission has launched an innovative web portal to help policymakers to explore alternative policy scenarios for promoting R&D investments, and to fine-tune their chosen mix of policies and public financing instruments. The portal builds upon the results of the recently completed "Policy Mix" project, undertaken by a consortium of seven European-based research organizations and coordinated by UNU-MERIT. In navigating the site, policymakers will be guided towards concrete "policy mix" experiences in EU countries, relevant research results, and some theoretical considerations underlying various policy mixes. The project team was led by Claire Nauwelaers, coordinator of the UNU-MERIT research group on the governance of science, technology and innovation.

An 18 minute keynote address by UNU-MERIT researcher Rishab Ghosh at the International Creative Commons Summit (iSummit 2008) in Sapporo, Japan, is now available for download. Ghosh uses a “cooking pot” metaphor to explain why “… in a world driven by ‘rational self-interest,’ people participate in collaborative endeavours such as open source software development and Wikipedia projects.” Ghosh heads the Collaborative Creativity Group at UNU-MERIT.

UNU-MERIT and CRES to host GLOBELICS 2009 in Dakar

Following the successful conclusion of the sixth GLOBELICS annual meeting of innovation researchers in Mexico City in September, preparatory activities for the 2009 edition taking place from 6-8 October in Dakar, Senegal, have begun. GLOBELICS is an international network of scholars who apply the concept of 'learning, innovation, and competence building system' (LICS) as their analytical framework and who are dedicated to the strengthening of LICS in developing countries, emerging economies and societies in transition. GLOBELICS 7 will be jointly organized by the CRES (Consortium pour la recherche économique et sociale) research group at 'Cheikh Anta Diop University, Dakar, Senegal, and UNU-MERIT and will focus on enhancing academic excellence and policy innovations in the area of “growth-oriented innovation and technological change, human capital, sustainable development and welfare.” A call for papers and conference details will be posted to the UNU-MERIT and CRES websites shortly.

Western Balkan region incorporated in the European Research Area

The West Balkan Countries INCO-NET project is a new initiative supported by the European Commission’s 7th framework programme for research and technological development, towards integration of the Western Balkan countries in the European research area. UNU-MERIT is one of 26 consortium partners - including S & T ministries, agencies and consultants – participating on the four year project. The project will support the Steering Platform on Research for the Western Balkan countries to facilitate regional dialogue on science and technology, identify RTD potential and priorities and enhance the participation of researchers from the region in European projects of mutual interest and benefit.

UNU-MERIT team at Globelics 2008
The GLOBELICS network provides an important platform for upcoming researchers to present their work and to interact with renowned innovation scholars. Five UNU-MERIT Phd researchers: Fernando Santiago Rodriguez, Ekin Keskin, Ezequiel Tacsir, Francisco Aguayo and Asel Doranova, presented their research findings at this year’s conference, held from 22-24 September in Mexico City.

Based on a UNU-MERIT research project on the impact of changing global rules on textile and clothing exports by second and third tier developing country entrants in Africa, Asia and Latin America, this book explores a variety of factors to explain the uneven development of the textiles and clothing sector. Detailed case studies of the textile and clothing industry in China, India, Uruguay and Ghana further enrich the data set of 51 developing countries analyzed by the study. The book concludes that there is no magic formula for sustaining market share in the domestic and international markets, hence regional and local factors need to be taken into consideration while formulating policies for the industry.
