Strong UNU-MERIT Contingent at Globelics India 2006

Nearly 20 researchers and alumni of the Institute participated at this year's GLOBELICS (Global Network for Economics of Learning, Innovation, and Competence Building Systems) Conference. This year's theme was Innovation Systems for Competitiveness and Shared Prosperity in Developing Countries . GLOBELICS is an international network of scholars dedicated to applying the concept of "learning, innovation, and competence building systems" as an analytical framework and promoting its use in the South. This year's conference explored ways of building new technological bridges in South-South cooperation, especially between the rapidly emerging economies commonly referred to as BRICS ( Brazil, Russia, India, China and South Africa ) and less developed countries. The conference took place from 4-7 October at the Centre for Development Studies, Trivandrum, in Kerala, India.

Performance of European Public Research could be at par with US

A survey conducted by UNU-MERIT researchers Anthony Arundel and Catalina Bordoy suggests that European public research performs much better than previously thought. The survey found that ".... Europe performs better than the United States on two of the three indicators for the actual commercial use of public research (licenses executed and start-ups) and comes a close second on a third indicator (licence revenue as a share of research expenditure)." These findings are in stark contrast to conventional wisdom about the commercial applicability of European research.

OECD Conference advances Science, Technology and Innovation Indicators

Luc Soete, Anthony Arundel, Catalina Bordoy, Pierre Mohnen and Wendy Hansen were among the speakers at the Blue Sky II 2006 conference held from 25-27 September in Ottawa, Canada. Convened by Statistics Canada, the Organization of Economic Cooperation and Development (OECD), the U.S. National Science Foundation and Industry Canada , the conference examined new areas for indicator development and discussed ideas and guidance for indicators work in both OECD and non OECD countries. The UNU-MERIT contributions are listed below.

  1. The changing STI climate: A sky without horizons (Christopher Freeman and Luc Soete)

  2. Innovation indicators: Any progress since 1996? (Anthony Arundel)

  3. Developing internationally comparable indicators for the commercialization of publicly-funded research (Anthony Arundel and Catalina Bordoy )

This month Semih Akcomak weighs in on the Turkey accession debate, arguing that cultural differences are not sufficient grounds for blocking Turkey 's entry to the EU. Tracing back the long history of negative European perceptions to 16th century characterizations of Turkish people as 'wicked barbarians' he contends that these attitudes remain deeply entrenched today, making it virtually impossible to engage in a rational discourse on Turkey's contribution to Europe. A Turkish national, Semih joined UNU-MERIT's PhD Programme in the Economics and Policy Studies of Technical Change in September 2003. He is carrying out research on Social Capital, Innovation and Economic Development in the European Union.

Seminar tackles "Global Inequality and Global Macroeconomics"

On 2 October, Professor James Galbraith, Senior Scholar with the Levy Economics Institute at the University of Texas, presented a UNU-MERIT seminar titled "Global Inequality and Global Macroeconomics." The seminar presented evidence demonstrating that common patterns - and therefore macroeconomic forces - dominate changes in distributions of pay and income globally from 1963 through 1999. These forces appear to be strongly associated with the changing regime of global financial governance: the collapse of Bretton Woods in 1971-73, and the debt crisis and its aftermath, beginning in 1981-82, which led to sustained increases in within-countries inequality. He concluded that the existence of policy-driven global patterns in what is widely considered to be the domain of microeconomics and national policy raises deep issues for the analysis of the evolution of inequality under globalization. Training Programme on Strategic Alliances Management held

Training Programme on Strategic Alliances Management

In the last week of September, UNU-MERIT organized a 5-day training workshop on Strategic Alliances Management for senior managers at the Corporate Strategy Department of the Central Bank of Nigeria. The course was facilitated by Prof.Geert Duysters (UNU-MERIT) and Prof. Ard-Pieter de Man (Eindhoven University of Technology). The intense residential programme adopted a project-based, action learning approach that places the participants into situations and real-world cases that they are likely to encounter in their careers. Upon completion of the programme participants continue to use the Intranet (virtual office) to access materials, collaborate with others on their learning team, and interact with programme staff.

DEIP goes to Latin America

The next training workshop for policymakers in the Design and Evaluation of Innovation Policy (DEIP) takes place at UNU-MERIT, Maastricht from 23-27 October. This will be followed by the first DEIP workshop in Latin America, co-organized with the UNESCO chair on Indicators of Science and Technology at the Universidad Nacional de Quilmes (UNQ) and the Ibero-American and Inter-American Network for Science and Technology Indicators (RICYT).
