Dr. Elaine Lebon-McGregor

Elaine Lebon-McGregor is the Academic Programme Director - MPP (from AY 2023/24) and researcher at UNU-MERIT, United Nations University and Maastricht University.

She finished her Bachelor’s degree in Public Policy and Masters in Urban Regeneration at the University of Glasgow in the United Kingdom and then went on to gain a further Masters in Public Policy and Human Development with a specialization in Migration Studies at UNU-MERIT/Maastricht University. Her PhD research focused on the evolution of migration as a global policy issue and the role of international organizations in this process.

Her main research focus area is migration governance, with a particular interest in the role of different actors (such as national governments, local municipalities, international organizations, civil society organizations) in the governance of migration and how this has evolved over time. Other interests include policy coherence, the translation of norms across different governance levels (such as in the implementation of commitments made by States in the SDGs or the Global Compact for Migration), and the role of funding in these processes.

She has fieldwork experience in Kosovo, Bosnia and Herzegovina, Serbia, Macedonia, Albania, Switzerland, the United Kingdom, Viet Nam, the Philippines, Pakistan and Nepal, and has worked with a range of different stakeholders including FAO, GIZ, ICMPD, ICMC, IDB, ILO, ITUC, IOM, UNDP, UNIDO, OECD, SDC, and the World Bank.

She teaches courses on Public Policy Evaluation (UCM) and Comparative Migration Policy (MPP).
